The creation of the French Observatory of Food Quality was proposed as part of the second National Nutrition and Health Program 2006-2010 (PNNS 2).

The implementation of this Observatory came about as a result of the conclusions of the feasibility study and preliminary survey conducted by INRA (ALISS Research Unit) and Anses (Ciqual Research UNit - Information Center on Food Quality) in 2007, following a request by the Ministries of Agriculture, Health and Consumer Affairs.

Two other factors having prompted the creation of Oqali were: a report entitled "Taking Action on Food Supply" and Advice no. 51 (May 19, 2005) of the French National Food Council (CNA).

The Ministries of Agriculture, Health and Consumer Affairs entrusted this mission to INRA (French National Institute for Agronomic Research) and Anses (French Food safety Agency) in partnership with food sector professionals.

Mr. Bernard Chevassus-au-Louis, former General Director of INRA and President of Afssa, was appointed President.

Thanks to Oqali it will be possible to objectively measure and publicly release information about the results of food industry initiatives, especially those taken within the scope of the Charters on Nutritional Improvment as part of the French National Nutrition and Health Programme (PNNS).

This constant monitoring will serve to underpin - on a long-term basis - the partnership approach set up by the public authorities in order to encourage the various players in the food industry to meet public health objectives and consumer expectations for the greater benefit of society.
